Is my week progesterone level low for week 8?

i am 8 weeks pregnant. My fetus is 1.75 cm with a heart rate of 148. My progesterone level is only 17. It has stayed around that number since i got pregnant. I am currently on edometrin (progesterone suppository) once a day. My question is, is my level of 17 low? Will it ever start increasing?
